LRRB Research Results on Local Speed Limits

Session Description

In 2019, the Minnesota Legislature amended state statute to allow Minnesota cities to establish speed limits for city streets under the city’s jurisdiction. The change put a spotlight on the topic and the need for research informing local agency policies and practices statewide. During this webinar, we’ll explore two recently completed Local Road Research Board (LRRB) on local speed limits, Guidelines for Determining Speed Limits on Municipal Roadways and Impact of Speed Limit Changes on Urban Streets”.

Learning Objectives

  • The history of speed limits, the statutory change, and the effects of the change to communities.
  • A process for agencies to follow when deciding to make a speed limit change, including guidance to assist cities with determining city streets that are appropriate candidates for posting a lower speed limit.
  • Examining the relationship between changing the posted speed limit sign and the change in vehicle speeds when there is no change in the roadway environment.
  • St. Louis Park Case Study: Results of a before and after analysis to determine if speed limit changes achieved the desired effect.


Speakers

Tim Arvidson CEO, Stonebrooke Engineering

Tim is the co-founder and CEO of Stonebrooke Engineering, as well as a registered professional engineer with 29 years of experience. He is responsible for the oversight of roadway reconstruction and transportation projects utilizing local, state, and federal funding delivered by the firm. Tim has presented at national conferences and has provided training and staff development to various local Minnesota agencies. He has completed transportation design projects that range from major highway interchange projects to local/urban reconstruction projects, including 35 roundabouts on Minnesota roads.


Gary A. Davis Professor, University of Minnesota

Gary Davis received a Bachelor’s degree in Psychology and Philosophy from Eastern Washington State College in 1973, a Master of Science in Experimental Psychology from Eastern Washington University in 1981, and Master of Science and PhD degrees in Civil Engineering from the University of Washington in 1984 and 1989. In 1986-1987 he was a visiting researcher at the Royal Institute of Technology in Stockholm, Sweden, and in 1989 he began an appointment at the University of Minnesota.

Registration and Fees

The registration fee is free for CEAM members and $10 for non-members. Participants may also renew their annual CEAM Membership at this time and immediately receive the webinar for free as a member. 

CEU Certificates

A maximum of .100 CEU can be obtained for attending the CEAM Webinar. Once you have submitted the post-webinar evaluation and provided your name and email address, we will have record of your attendance and you will be emailed your unique CEU certificate form in the weeks following the webinar.
